ေနာက္ကြယ္မွာ စုိးရိမ္ေနတဲ့ “လူႀကီး” ရွိေနတယ္



တူေမာင္ညိဳ (၂၀၁၃ ခုႏွစ္၊ ေအာက္တိုဘာ ၂၆ ရက္)

ဗိုလ္ေရႊမန္း ပါးစပ္မွ ဗုိလ္သန္းေရႊ၏ “စုိးရိမ္မႈ” ကို ထုတ္ေျပာလာသည္။

ဗိုလ္သန္းေရႊ၏ “စုိးရိမ္မႈ” ထဲတြင္ “ ၂၀၀၈ အေျခခံဥပေဒ” ကို ဖ်က္သိမ္းၿပီး အေျခခံဥပေဒသစ္ တစ္ရပ္ ထပ္မံေရးဆြဲမည့္ ကိစၥ။ “စ – လယ္ – ဆံုး” ျပင္မည့္ကိစၥ။ “ျပင္သင့္တာအားလံုး ျပင္မည္ ”ဆုိသည့္ကိစၥ။ “အဖံုးကစ ျပင္ရမည္” ဆုိသည့္ကိစၥမ်ားပါဝင္သည္။

ထိုကိစၥမ်ားသည္ ဗိုလ္သန္းေရႊစုိးရိမ္ရမည့္ ကိစၥမ်ားျဖစ္သည္။ စစ္အုပ္စုအဆက္ဆက္၏ အတိတ္ – ပစၥဳပၸန္ – အနာဂတ္ အက်ိဳး စီးပြားမ်ားႏွင့္ တုိက္ရုိက္သက္ဆုိင္ေနသည့္ကိစၥျဖစ္သည္။

ထုိ႔အျပင္ “စုိးရိမ္မႈ” ထဲတြင္ လုပ္စရာရွိတာေတြကို “မင္းတုိ႔ တုံးဆုိတုိက္၊ က်ားကုိက္ကုိက္လုပ္ၾက / လက္ဦးေအာင္လုပ္ၾက” ဆုိသည့္ သေဘာလည္းပါဝင္သည္။

သုိ႔အတြက္ ဗုိလ္ေရႊမန္းက “ဖြဲ႕စည္းပံုအေျခခံဥပေဒမ်ားကို ေလ့လာသံုးသပ္ၿပီး ျပင္ဆင္ဖို႔ အဓိကထား ေဆာင္ရြက္ေနတဲ့အခါ မွာ ျပည္တြင္းကျဖစ္ေစ၊ ျပည္ပျဖစ္ေစ မည္သို႔ပင္ ဖိအားေပးမႈရႇိရႇိ မိမိတို႔ ကေတာ့ မိမိတို႔သြားတဲ့ လမ္းေၾကာင္းေပၚမွာ အေျခခံၿပီး ေတာ့ ဆက္လက္ ေဆာင္ရြက္သြားမွာ ျဖစ္ပါတယ္။ ေအာင္ျမင္ေအာင္လည္းႀကိဳးစားသြားမွာျဖစ္ပါတယ္” ဆိုတဲ့ စကားကိုထုတ္ေျပာျခင္း ျဖစ္သည္။

ဗိုလ္ေရႊမန္း၏ ဤသို႔ေျပာဆုိေသာ စကားမွာ က သီတင္းကၽြတ္သြားကန္ေတာ့ရင္း “လူႀကီး” ထံ ေပးခဲ့သည့္ ကတိစကားလည္း ျဖစ္သည္။ သံႏၷိဌာန္လည္းျဖစ္လိမ့္မည္။ “လူႀကီး” ထံ ဗိုလ္ေရႊမန္း ေပးခဲ့ေသာ ကတိစကား/ သံႏၷိဌာန္သည္ (ကာလံု)၊ စစ္တပ္၊ ႀကံ့ဖြံ႔ အစုိးရ၊ ႀကံ့ဖြံ႔ပါတီတို႔၏ကုိယ္စား ေပးခဲ့သည့္ ကတိစကား/သံႏၷိဌာန္လည္းျဖစ္သည္။

ဗိုလ္ေရႊမန္းေျပာသည့္ “ျပည္တြင္းကျဖစ္ေစ၊ ျပည္ပျဖစ္ေစ မည္သို႔ပင္ ဖိအားေပးမႈရႇိရႇိ မိမိတို႔ကေတာ့ မိမိတို႔သြားတဲ့ လမ္း ေၾကာင္းေပၚမွာ အေျခခံၿပီးေတာ့ ဆက္လက္ေဆာင္ရြက္သြားမွာျဖစ္ပါတယ္” ဆိုသည့္စကားမွာ “၂၀၀၈အေျခခံဥပေဒျပင္ဆင္ေရး” ေဆာင္ရြက္ေနသည့္ ေဒၚေအာင္ဆန္းစုၾကည္ ႏွင့္ ဒီခ်ဳပ္အေျခခံဥပေဒျပင္ဆင္ေရးေကာ္မတီသုိ႔ အဓိက သတိေပးလိုက္ျခင္းလည္းျဖစ္သည္။

အဓိကသတိေပးလုိသည့္အခ်က္မွာ “၂၀၀၈အေျခခံဥပေဒျပင္ဆင္ေရး”သည္ ႀကံ့ဖြံ႔ပါတီက သံုးသပ္ တင္ျပသည့္ လမ္းအတုိင္း သာျဖစ္ရမည္/ သြားရမည္ဟု ယတိျပတ္ေၾကညာလုိက္သည့္ သေဘာ လည္းျဖစ္သည္။

ဗိုလ္ေရႊမန္းသည္ သမၼတ(ဗိုလ္) ဦးသိန္းစိန္ကို အႀကိမ္ႀကိမ္ “ေက်ာ” ႏုိင္သူျဖစ္သည္။ (ကာလုံ) အစည္းအေဝးမည္သည့္ အခ်ိန္ တြင္ေခၚရမည္ဟု အမိန္႔ေပးၫြန္ၾကားႏုိင္သူျဖစ္သည္။ ယခုလည္း ၂၀၁၅တြင္ (ဗိုလ္) ဦးသိန္းစိန္ ဝင္ေရာက္အေရြးခံမည္မဟုတ္ဟူေသာ စကားကိုေျပာႏုိင္သူျဖစ္သည္။

တကယ္ေတာ့ (ဗိုလ္)ဦးသိန္းစိန္မွာ “အေျခခံဥပေဒမရွိေသာ စစ္အုပ္စု” မွ “အေျခခံဥပေဒရွိေသာ စစ္အုပ္စုအျဖစ္သုိ႔ ” ေျပာင္း လဲရသည့္ “အေျပာင္းအလဲ” ဇာတ္ကြက္ထဲမွ ရုပ္ေသးဇာတ္ရုပ္ တစ္ခု မွ်သာျဖစ္သည္။

သုိ႔အတြက္(ဗုိလ္)ဦးသိန္းစိန္သည္ ေပၚေပါက္ေနသည့္ လူမ်ိဳးေရး/ဘာသာေရး အေရၿခံဳ အၾကမ္းဖက္ လူသတ္၊ မီးရိႈ႕မႈမ်ား၊ ဗံုး ေဖာက္ခြဲမႈမ်ားတြင္ “ေနာက္ကြယ္မွႀကိဳးကုိင္ေနသူမ်ား”ရွိသည္ဟု ေျပာႏုိင္ ေသာ္လည္း ထိုသုိ႔ “ေနာက္ကြယ္မွႀကိဳးကုိင္ေနသူမ်ား”ကို ေဖာ္ထုတ္ အေရးယူႏုိင္စြမ္းမရွိေသာ/ ေဖာ္ထုတ္အေရးမယူဝံ့ေသာ ရုပ္ျပသမၼတမွ်သာျဖစ္သည္။ စစ္အုပ္စုသစ္အတြက္ ေျမစမ္းခရမ္းပ်ိဳးရသူ သမၼတႀကီး၊ အကူးအေျပာင္းကာလ၌ (Searching fire) က်ည္ဆံသဖြယ္ သမၼတႀကီး မွ်သာျဖစ္သည္။

ဗုိလ္သန္းေရႊ၏ “စုိးရိမ္မႈ” ထဲတြင္ ယခုလတ္တေလာကာလတြင္ ဗိုလ္ခင္ၫြန္႔တပည့္ သားေျမးအခ်ိဳ႕ ဖြ၊ ဆြ၊ ေထာင္ေနသည့္ကိစၥ မ်ား မပါဝင္ေခ်။ ဗိုလ္သန္းေရႊသည္ ေထာက္လွမ္းေရးဂုိဏ္းကို (လံုးဝ) မမႈေခ်။

ေထာက္လွမ္းေရးဂုိဏ္းေခါင္းေဆာင္ ဗိုလ္ခင္ၫြန္႔သည္ “ႏုိင္ငံေရးမလုပ္ပါ” ဆုိသည့္ လက္ေျမွာက္ အရံႈး ေပးစကားကို အႀကိမ္ ႀကိမ္ေျပာထားၿပီးျဖစ္သည္။ ဤစကားမွာလည္း ဗိုလ္သန္းေရႊ နားသုိ႔ ဆက္သြင္းေနရ သည့္ ခံဝန္ခ်က္ပင္ျဖစ္သည္။

ေထာက္လွမ္းေရးဂုိဏ္းၿဖိဳဖ်က္ေရး အမိန္႔ေပးသူမွာ ဗိုလ္သန္းေရႊျဖစ္ၿပီး၊ ဗိုလ္ေရႊမန္းသည္ လက္ေတြ႔ အေကာင္အထည္ေဖာ္သူ ျဖစ္သည္။ ဗုိလ္ေရႊမန္းသည္ ထုိကတည္းက ဗိုလ္သန္းေရႊ၏အဓိက လူျဖစ္ သည္။

လႊတ္ေတာ္ဥကၠ႒ျဖစ္လာေတာ့လည္း ဗိုလ္ေရႊမန္းသည္ ခံုရံုးဥကၠ႒ႏွင့္အဖြဲ႔ကို ျဖဳတ္ခ်ႏုိင္သူျဖစ္သည္။ သမၼတထက္ ျမင့္သည့္ ရာထူးရွိလွ်င္ပင္ယူမည္ဟု ေျပာဝံ့သူျဖစ္သည္။ “၂၀၀၈ အေျခခံဥပေဒ”ကို ဆန္႔က်င္ၿပီး ဥပေဒပယ္ဖ်က္ႏုိင္သူ/ ဥပေဒျပဳႏိုင္သူလည္းျဖစ္ သည္။ ဗိုလ္သန္းေရႊ၏ “စုိးရိမ္မႈ”ကို ကိုယ္စားျပဳ ေျပာဆိုႏုိင္သူလည္းျဖစ္သည္။

ဗိုလ္သန္းေရႊ “စုိးရိမ္မႈ”ေနေသာ “မျဖစ္သင့္တာေတြ မျဖစ္ေပၚဖို႔အတြက္” တုံးဆိုတုိက္၊ က်ားဆုိကုိက္ လုပ္မည့္သူလည္း ျဖစ္ သည္။ သုိ႔အတြက္ ဗုိလ္ေရႊမန္းကို ယံုသူသည္ဟုဆိုေသာသူသည္ ဗိုလ္ သန္းေရႊကို သြယ္ဝုိက္ေသာအားျဖင့္ ယံုသူပင္ျဖစ္မည္။

ယခုအခါ ဗိုလ္သန္းေရႊသည္ သီတင္းကၽြတ္တြင္ လာ၍ကန္ေတာ့ေသာ ဗိုလ္ေရႊမန္းမွတဆင့္ သူ၏ “စုိးရိမ္မႈ”ကို ထုတ္ေဖာ္ ေျပာၾကားလုိက္ျခင္းျဖင့္ “ကန္႔လန္ကာေနာက္ကြယ္မွ သူ၏ တည္ရွိမႈ” ကို ထပ္မံအတည္ျပဳလုိက္ေလသတည္း။

ဒီေန႔က်င္းပတဲ့ ျပည္ေထာင္စုလႊတ္ေတာ္ အစည္းအေ၀းမွာ စစ္မွန္တ့ဲ ၿငိမ္းခ်မ္းေရးရဖို႔အတြက္ ၿငိမ္းခ်မ္းေရး လုပ္ငန္းစဥ္ကို ထိခိုက္ေစမယ့္ အျပဳအမူ၊ အေျပာအဆိုေတြ မျပဳလုပ္ၾကဖို ့ သူရဦးေရႊမန္း တုိက္တြန္း လိုက္ ပါတယ္။
 
- စစ္မွန္တဲ့ ၿငိမ္းခ်မ္းေရးရဖို႔အတြက္ အနစ္(၅၀)ေက်ာ္ အဟန္ ့အတား၊ အေႏွာက္အယွက္ ေပးေနရုံမကဘဲ တတိုင္းျပည္လံုး စုတ္ပ်က္သတ္သြားေအာင္ လုပ္ေနခဲ့ၾကတာဟာ ဗမာ့တပ္မေတာ္ နဲ ့ ေနာက္လိုက္ ခရိုနီ ေတြမွာသာ တာ၀န္အရွိဆံုးျဖစ္ပါတယ္။
 
အတိုက္အခံပါတီေခါင္းေဆာင္ ေဒၚေအာင္ဆန္းစုၾကည္ကို သမၼတျဖစ္ခြင့္မွ ပိတ္ပင္ထားသည္ဟု အမ်ားက ယံုၾကည္ ထားသည့္ အေျခခံဥပေဒပါ သမၼတအရည္အခ်င္းျပ႒ာန္းခ်က္မ်ားကို ျပင္မွသာ လြတ္လပ္မွ်တ သည့္ ေရြးေကာက္ပြဲျဖစ္မည္ဟု သူရဦးေရႊမန္းက ေအာက္တိုဘာ ၂၄ ရက္က မီဒီယာမ်ားကို ေျပာဆိုလိုက္ သည္။  ဖြဲ႕စည္းပံုအေျခခံဥပေဒရဲ႕ ပုဒ္မ ၅၉(စ)
 
- တတိုင္းျပည္လံုး ဒီ 2008 Constitution ကို ျပင္ဖို ့နဲ ့ အသစ္ျပန္ေ၇းဖို ့ အုတ္ေအာ္ ေသာင္းနင္း ျဖစ္ေနတဲ့ အခ်ိန္မွာ ဒီပုဒ္မ ၅၉(စ) ကိုဘဲ ျပင္ဆင္ဖို ့ ေျပာေနမဲ့အစား 2008 Constitution ကို ျပင္ဖို ့ မလူးမလြန္ ့ႏိုင္ ေအာင္ လုပ္ထားတဲ့ ပုဒ္မ ၄၃၆(က)(ခ) ကိုျပင္ဆင္ဖို ့ ေျပာခဲ့၇င္ သူရဦးေရႊမန္းဟာ အေနာက္ႏိုင္ငံေတြက ေမွ်ာ္လင့္ထားတဲ့ ဗမာေခါင္းေဆာင္ ေကာင္း တစ္ေယာက္ အေနနဲ ့ သံသယရွိစ၇ာ လိုမယ္မထင္ဘူး။
 
ဒီေန႔ေနျပည္ေတာ္ ျပည္ေထာင္စုလႊတ္ေတာ္မွာ က်င္းပတဲ့ သတင္းစာရွင္းလင္းပဲြမွာ ဗိုလ္ခ်ဳပ္မွဴးႀကီး ေဟာင္း ဦးသန္းေရႊ က ျမန္မာျပည္ရဲ႕ လက္ရွိႏိုင္ငံေရးအေျခအေနနဲ႔ ပတ္သက္လုိ႔ စိုးရိမ္ေနတဲ့ အေၾကာင္း ေျပာတယ္လို႔လည္း သူရဦးေရႊမန္းက ေျပာပါတယ္။
 
- 2008 Constitution ကို ျပင္ဖို ့ နဲ ့ အသစ္ျပန္ေ၇းဖို ့ ျပည္သူလူထု စျပီး လွဳပ္ရွားလာတာနဲ ့ ဗမာ့သတ္ မေတာ္၊ အစိုး၇၊ ၾကံ့ဖြံ ့(ဖြတ္)၊ ခရိုနီေတြဖက္က ျပည္သူေတြကို ပံုစံအမ်ိဳးမ်ိဳးနဲ ့ စျပီးျခိမ္းေခ်ာက္ လာပါ တယ္ .. အခု သူရဦးေရႊမန္းက ျပည္သူ ့ ခ်ဥ္ဖတ္ ဗိုလ္ခ်ဳပ္ မွဴးႀကီးေဟာင္း ဦးသန္းေရႊ နာမယ္ကို ထုတ္ေျပာ လာတာကိုက ဗမာ့သတ္မေတာ္၊ လြတ္ေတာ္၊ သမၼတ သိန္းစိန္အစိုး၇ အားလံုး မဟာဗ်ဴဟာတခုကို နည္းပ၇ိယယ္ အမိ်ဳးမိ်ဳးနဲ ့ ကစားေနတယ္ ဆိုတာ ပိုျပီးထင္ရွားေစပါတယ္။

ပူးတဲြေစာင့္ၾကည့္ေရး လုပ္ငန္းစဥ္ႏွင့္ပတ္သက္ၿပီး ႏွစ္ဖက္လုိက္နာရမည့္ အေျခခံမူမ်ား


ပူးတဲြေစာင့္ၾကည့္ေရးလုပ္ငန္းစဥ္ႏွင့္ပတ္သက္ၿပီး ႏွစ္ဖက္လုိက္နာရမည့္ အေျခခံမူမ်ား

(က)    ေရရွည္တည္တံ့ေသာ ၿငိမ္းခ်မ္းေရးတည္ေဆာက္ရန္ အမွန္တကယ္ဆႏၵရွိရန္။

(ခ)     သေဘာတူညီခ်က္မ်ားအတုိင္း ကတိတည္ရန္။

(ဂ)     ရရွိထားေသာသေဘာတူညီခ်က္မ်ားအေပၚအျမတ္မထုတ္ရန္ႏွင့္လက္ေတြ႔အေကာင္ အထည္ ေဖာ္ေဆာင္ရြက္သြားရန္။

(ဃ)    ေဒသခံျပည္သူမ်ားအေပၚ၀န္ထုတ္၀န္ပုိးမျဖစ္ေစရန္။

(င)     ဒီမုိကေရစီ ျပဳျပင္ေျပာင္းလဲမႈမ်ားကုိ အေကာင္အထည္ေဖာ္လုပ္ေဆာင္ႏုိင္ရန္ ျပည္ေထာင္စု မၿပဳိကဲြေရး၊ တုိင္းရင္းသားစည္းလုံးညီညြတ္မႈမၿပဳိကဲြေရး၊ အခ်ဳပ္အျခာအဏာ တည္တံ့ ခုိင္ၿမဲေရး တုိ႔တြင္ လက္တဲြေဆာင္ရြက္ရန္။

ႏွစ္ဖက္လုိက္နာရန္အခ်က္မ်ား

၁။       တုိက္ပဲြမ်ားထပ္မံ မျဖစ္ပြားေရးအတြက္ ေစာင့္ၾကည့္ႀကီးၾကပ္မႈမ်ား ျပဳလုပ္ႏုိင္ရန္ ေအာက္ပါ အခ်က္မ်ားကုိ ႏွစ္ဖက္အဖဲြ႔မ်ားက လုိက္နာေဆာင္ရြက္ရန္သေဘာတူသည္။

(က)    ႏွစ္ဖက္တပ္မ်ားထိေတြ႔ပစ္ခတ္မႈမ်ား၊ ေတြ႔ဆုံတုိက္ပဲြမ်ား မျဖစ္ပြားေရး ညိႏႈိင္း ေဆာင္ရြက္ရန္

( ခ )   ႏွစ္ဖက္သေဘာတူသတ္မွတ္ထားေသာ ကန္႔သတ္နယ္ေျမမ်ားရွိလာပါက ထုိနယ္ေျမ အတြင္း ႏွစ္ဖက္ညိႏႈိင္း သေဘာတူညီခ်က္မရွိဘဲ စခန္းသစ္မ်ားေဆာက္လုပ္ျခင္း၊ ကန္႔သတ္နယ္ေျမ ေက်ာ္လြန္ သြားလာလႈပ္ရွားျခင္း၊ က်ဴးေက်ာ္၀င္ေရာက္ျခင္း မျပဳ လုပ္ရန္။

( ဂ )   ျပည္သူလူထုႏွင့္ ႏွစ္ဖက္အဖဲြ႔မ်ား၏ ၀န္ထမ္းမ်ား၊ တာဝန္ရွိသူမ်ားအား ဥပေဒမဲ့ ဖမ္းဆီး ခ်ဳပ္ေႏွာင္ ျခင္း၊  သတ္ျဖတ္ျခင္း၊ မတရားညင္းပန္းႏွိပ္စက္ျခင္း၊ အဓမၼျပဳ က်င့္ျခင္း အပါအ၀င္ အၾကမ္းဖက္လုပ္ရပ္ မ်ားမျပဳလုပ္ရန္။

(ဃ)    ျပည္သူလူထုအား အေၾကာင္းမဲ့/အမႈဆင္ၿပီး ဖမ္းဆီးအေရးယူျခင္း၊ အျပစ္ေပးျခင္း လုံး၀မျပဳ လုပ္ရန္ ႏွင့္ ဥပေဒႏွင့္ အညီေဆာင္ရြက္ရန္။

( င )   ျပည္သူလူထုထံမွ တရားမဝင္ အခြန္ေကာက္ခံျခင္း၊ အတင္းအဓမၼ ေငြေၾကး ပစၥည္းမ်ားရယူျခင္း မျပဳလုပ္ရ။

( စ )   ကာယကံရွင္၏ဆႏၵမပါဘဲ တပ္ဖဲြ႔၀င္အျဖစ္ အဓမၼသြတ္သြင္းျခင္း မျပဳလုပ္ရန္။

The Myanmar government and ethnic Kachin rebels failed to nail down a permanent cease-fire accord after their latest round of peace talks ended Thursday, instead signing a new agreement aimed at reducing hostilities and laying the groundwork for political dialogue.

The deal between the government and the Kachin Independent Organization (KIO) ironed out new rules for teams monitoring clashes and arrangements for the resettlement of civilians displaced by fighting but stopped short of declaring a full ceasefire.

The seven-point deal, however, goes a step further than past agreements with government plans to link the Kachin rebels to a comprehensive nationwide cease-fire accord that includes all of the country’s armed ethnic groups.

As the KIO-government talks ended in the Kachin state capital Myitkyina, a key alliance of 11 of Myanmar’s ethnic armed groups including the KIO met in northern Thailand to discuss their strategy in upcoming talks for a nationwide ceasefire agreement.

Aung Min, the minister leading the government’s peace efforts, told RFA’s Myanmar Service that he was “optimistic” about forging the nationwide agreement.

“As the President has said, holding an all-inclusive political dialogue is the biggest goal for us and all organizations said they are moving toward this dialogue,” he said.

Talks 'successful,' 'open'

On the talks in Myitkyina, the highest-level meeting between the two sides since May, Aung Min said they were “successful” while General Gwan Maw, deputy chief of staff of the Kachin Independence Army (KIA), the KIO’s military wing, said the two sides had been able to speak more “openly” than before.

But a report by the Kachin News Group, which focuses on northern Myanmar's war-torn Kachin state, quoted those familiar with the talks as saying that the government team pushed very hard for the KIO to agree to a two-way ceasefire while the rebels were “not prepared to sign on to [it] at this time.”

“The goodwill created between the KIO and the government over the past few months has been somewhat dampened by recent fighting in northern Kachin state's Putao district,” the report said.

“The KIO is also highly suspicious of recent moves by the army to send large numbers of troop reinforcements to southern Kachin state.”

The Kachin is the only major one of the country’s armed ethnic groups that has not yet signed a cease-fire agreement with the government, which is racing to end decades of fighting to speed up political and economic reforms after decades of military rule.

More than 100,000 people have been displaced in the deadly violence since a 17-year cease-fire agreement between the two sides broke down in 2011.

Monitoring hostilities

A joint statement indicated that both the KIO and the government were in favor of moving forward with an agreement reached in May aimed at deescalating tensions.

Aung Min said the two sides, which had previously agreed to form a cease-fire monitoring committee, set down five basic policies and 18 rules for the formation of teams to keep track of hostilities.

He also said that they would work on resettling internally displaced persons through pilot projects in four villages.

In talks to forge a nationwide cease-fire pact, the Kachin and other rebel groups have insisted that political dialogue be a key component of any agreement, emphasizing greater ethnic rights and a federal system of government.

Political dialogue

The KIO delegation’s spokesman Daung Kha said after the meeting Thursday that the Kachin side had made gains this week in getting government negotiators to back down from their insistence on making a nationwide cease-fire agreement a precondition for political dialogue.

“The government had said they would hold political dialogues after signing the nationwide cease-fire,” he said.

“But [now] with the KIO it seems that the government is working toward the nationwide cease-fire and political dialogue at the same time.”

He said the KIO was in less of a rush to reach a nationwide cease-fire agreement than Aung Min’s team, which is under pressure to achieve the plan before 2015 elections and the end of President Thein Sein’s first term.

“The government wants to work on the peace talks within its own time frame … but our ethnic groups want to work step by step to make each step secure,” he said.

Aung Min’s team had hoped a comprehensive accord would be signed in July, but later postponed its goal to October and is now targeting November.

KIO leaders said at this week’s talks that before any government-organized nationwide cease-fire conference, they want to host their own meeting of armed ethnic groups to discuss how to respond to the government’s plans.

They may do so at their capital Laiza at the end of October, they said.

Representatives from ten ethnic armed groups which attended Thursday’s talks as observers said they would join the meeting.

“We have requested that the government let us know the government’s plans before signing a nationwide cease-fire agreement. Then the KIO will hold a conference with other ethnic armed groups,” Daung Kha said.

“We now are preparing to hold the conference.”

UNFC meets in Chiang Mai

Meanwhile in northern Thailand’s Chiang Mai city, the United Nationalities Federal Council, an alliance of 11 ethnic armed groups including the KIO, at its one-day meeting Thursday also called for more information about the planned comprehensive peace agreement.

“The government has to announce its plans for the nationwide-cease-fire and also has to move its troops …. and order its army to follow the rules,” UNFC Secretary-general Naing Han Thar said.

“We will sign the nationwide cease-fire agreement if we can get what we request. If not, we won’t sign it,” he said.

Kachin activists’ expectations fall flat at Jimmy Carter meeting

When the delegation of Elders, a group formed of former world leaders and Nobel Peace laureates, led by former US President Jimmy Carter visited Myanmar [Burma] for three days in September, Kachins had high expectations of making their voices heard, as the stated purpose of the visit was “to listen and give support to all those committed to a peaceful political transition in Myanmar”.

Kachin hopes fell flat however, after Khon Ja and May Sabe Phyu of the Kachin Peace Network met with President Carter and the other two Elders, former Finnish President Martti Ahtisaari and former Norwegian Prime Minister Gro Harlem Brundtland.

The perception the peace activists had was that the Elders were anything but attentive to what they had to say. Khon Ja said it was “a big challenge” trying to explain their concerns, as the Elders seemed predisposed to the narrative provided to them in their earlier meetings with government officials and the Myanmar Peace Center. President Carter was dismissive of their role as civil society representatives and kept urging them to persuade the KIO to participate in the upcoming nationwide ceasefire agreement, as if they were part of the KIO.

It would seem President Carter needs to be acquainted with the lessons learned from the 1994 peace accord signed by the KIO under pressure from the then military government and other stakeholders. The KIO leadership buckled under intense pressure from these quarters and other extenuating circumstances like the collapse of the Burma Communist Party, and the decision to agree to a ceasefire was made without seeking a Kachin consensus. There is reason to believe that the decision was not entirely unanimous even among the KIO leadership.

The Kachins have suffered mightily from the mistake of entering into a 17-year ceasefire without first insisting for guarantees for a specific time frame for political dialogue from the government, and a commitment to undertake certain crucial steps in the implementing and monitoring phases of the ceasefire.

The argument that ceasefires will lead to reconciliation and political reform does not hold water with the Kachins anymore. Past experience has taught them that applying leverage for guaranteed rights comes before, not after, a ceasefire agreement.

After the 1994 ceasefire, Kachins saw their state militarized with the Burma army dramatically increasing its presence from 24 battalions in 1994 to over 60 in 2011, the year the ceasefire broke down. The Burma army, its cronies, and Chinese enterprises have exploited Kachin natural resources to such a degree that there is now widespread environmental devastation throughout the Kachin area. Opportunities for livelihood and social advancement dwindled, and Kachins found themselves relegated to second-class citizen status in the land of their forefathers.

Kachin trust in the government is now at an all-time low. Questions about the need to sign a new ceasefire abound as clashes and heavy army deployment continue, even as peace negotiations take place between the KIO and the government. Other ethnic groups that have signed ceasefire agreements with State- and Union-level delegations also doubt the sincerity of the government due to the clashes with the Burma army that continue even after the signing of these agreements.

Instead of viewing Kachins recalcitrant for not falling in line with the government’s grandiose plan of a nationwide ceasefire signing ceremony, which chief peace negotiator U Aung Min says will be graced by his “dear friends” Bill and Hilary Clinton, Tony Blair and the likes, it is more important to try to understand why Kachins are wary of ceasefire agreements that fail to lead to genuine and lasting political transition.

Kachin leaders and civil society groups therefore, are pressing the KIO to hold off signing any agreement with the government without first setting these conditions:

§  The withdrawal of Burma army troops and removal of extended frontline posts as a gesture of the government’s genuine desire for a ceasefire and national reconciliation.

§  Guarantees of political dialogue within a specific timeframe.

§  Agreement that not all outcomes of the political dialogue need to be ratified by parliament, that some can be legitimized through a referendum of the Kachin public.

§  Specified codes of military conduct and arrangements for joint international and local monitoring of the ceasefire.

§  Mediation role of civil society groups.

§  Assistance for internally displaced people, or IDPs, to go beyond provision of basic humanitarian needs, and include rights education to ensure that IDPs are properly represented and consulted on all social and political issues that affect their lives.

Understandably, President Carter is eager to have the little matter of ethnic discontent swept away under the nationwide ceasefire mat, paving the way for the bigger picture of the Carter Center’s engagement in the 2015 elections and the national census taking process as international observers.

However the cautionary tale here is that peace cannot endure without political reform, that if ethnic concerns are not properly addressed—nationwide ceasefires or not—discontent will continue to boil, and the possibility of new disenfranchised groups taking up arms, renewing the cycle of violence and suffering all over again remains very strong.
